Clearing the internet browser's cache and cookies is a good way to "reset" the browser so that it receives fresh and updated website information. Any files downloaded will not be deleted; this operation is more about deleting the files that the browser automatically downloaded as a part of its normal operation.
If experiencing a problem on the Portal, clearing both the cache and cookies is a good first step to solving the issue.
